So Bush was right. Going against the EPA's recommendations and backing higher emissions (as to the liking of Big Business) did indeed reduce air pollution.
Amazing.

Well, charging $4.50 a gallon for gas will cause people to use less gas.

Ah - Steven Hayward an AEI fellow. Other AEI fellows and affiliates include Newt Gingrich, John Bolton, Paul Wolfowitz, and surprise, surprise Lynne Cheney. Hayward admits that technology is primarily responsible - but the original poster apparently felt it necessary to leave that part out.
