That shoulder is the biggest question mark. If it's 100%, Cain should be a
clear favorite
for his chin, takedowns and non-stop motor.

If Velasquez gets Kongo'ed by Cigano... he wont recover.
Cigano wont give him the time to.

The current Cain would probably KO Kongo. His footwork, head movement, boxing, combos/kicks..have all improved drastically.

The current Velasquez probably
still
gets tagged by Kongo,
is the issue
. His standup defense is not good. Velasquez has never looked untouchable--he's been tagged in the majority of the fight he's been in. Watch his 2nd fight (2006), watch the Kongo fight (2009), watch his latest fight... his game seemingly has consistently been: wade in,
take
a shot or two to deliver a shot or two, but get the takedown, top-control, harass, top-control. That's not gonna fly with Cigano.
"cardio" does NOT = Speed
Velasquez is not faster than Cigano.
Cigano is a relative tactician.
Velasquez will get touched.
Funny, one thing you didnt mention about Velasquez's improvement (you train at AKA or something, btw?) was his Jiu Jitsu/sub-game. It was Velasquez'
submissions
that were glaringly missing in that Kongo fight. He had Kongs's back for a good chunk of that fight and never even
attempted
to slap on a finishing choke (maybe one half-hearted one). Whether that's because it's an area of his game that is lacking, or if he just didnt want to risk giving up position, that still shows a lack of confidence.
Velasquez's 2nd fight (starts at about 2 mins in):
