power flush toilets are usually low flow as well. the tanks work differently. a traditional toilet uses gravity to send the water from the tank to the bowl. a power flush has sealed internal tank that captures air, traps it, and compresses it when you flush. hence that noise - that's compressed air being forced out of it's storage tank.

power flush toilets actually conserve more water than standard toilets due to the compressed air being involved.
