The people who are in power in New York most definitely are conservative.
The problem with Frank's idea isn't that he's wrong, it's that he actually believes he can influence the type of people who make the decisions in New York. To do that, you have to be monied, well bred, well educated and above all, have very high social standing. Frank has none of that. He will be little more than yet another annoying little voice in the crowd, clamouring for their attention.
