In UFC HW title fights, there have been 44 fighters that entered the cage without a belt (or had the interim belt against the real belt). The average win streak is 4.5, but that number is skewed by a few times fighters were on long streaks (and a couple streaks show up twice, like Carwin and Sylvia). When you take the top 5 streaks out, the number drops to 3.1 fights. But what is even more telling is that 29 of the 44 had a streak of 3 or fewer (6 times a fighter entered a HW title fight coming off a loss). 23 times (or 52.3% ) the streak was 2 or fewer wins.
Many of those streaks include multiple fights outside the UFC (which in some cases actually was better competition), and fights at other weight classes. Focus on UFC and HW only fights and the average win streak shrinks pretty dramatically (didn't actually do the math).
Given how unusual it is (comparatively speaking) for a HW to go on a long streak in the UFC, it is definitely a division where anything can happen. Take Roy, he certainly isn't on the fast track to a title shot, but if he wins this and everybody in front of him loses, fails a test, or gets injured, then what? He could easily end up with it by default.
Not to say HW fighters should sit on their laurels, but that division is not like LW or WW where there are so many guys on good streaks that title shots are hard to come by.
