IF GSP moves up it should be, but I don't think thats in his plans.

It's only the halfway logical choice. Even if he beats Fitch, BJ has not done enough to earn the title. Two wins does not do that for any fighter, with the exception of a title holder going to a different weight. On the other hand, who else is there? Fitch is the obvious choice to fight for the title, but Shields will have just lost, Kos just lost, Kampmann just lost, Sanchez isn't ready, Alves lost recently (and it's too soon for an Alves v Fitch 3), Lytle just lost, but Ebersole isn't ready, Ellenberger isn't ready either. I guess it would have to be BJ v Fitch for the title and while I do want to see that rematch, I don't think it has enough drama behind it for a memorable title fight.
If GSP left, and that's the fight that determined a champion, nobody would fully respect the new champion. Unfortunately the UFC is opposed to tournaments, which would make the new champion more meaningful.
