Yes, unfortunately neither card was worthy of holding separately. Since the JEC is using the UFC on FX 1 card this week, it gave J-1 Global the opportunity to use these cards.

This is bringing the quality of cards up, the JEC was going to be using this before procuring the UFC on FX 1 rights.

Part of the reason this works, is MFC usually doesnt have big changes, maybe one fight at most.
