Definitely not. There are "share this" links at the bottom of the page where you can post it to facebook, twitter, etc to get people to vote for you. That's the whole idea.

Definitely don't have to use facebook.
If you click "Vote" on the link above, you should come to a page that lets you either click a facebook login button to vote using your facebook account, or directly below that you can provide first/last/email/password to create an account. Doing so I think you have to click the email they send you to confirm your email address is live, but that should be it.
I signed up that way vs. using facebook and haven't gotten any spam from them so far, but I also unchecked that box to opt out of updates.
