His contract was over but the UFC didn't renew it. So I'd say both.

Then posting he was "cut" is wrong on purpose

His contract ended and they didn’t renew. Still, the man’s a solid fighter and deserves a new contract.

They probably offered something with not much of an increase

Probably. PFL maybe?

Yeah, my guess as well. Some negotiating tactics. UFC has cut (or let contracts run out) of other undefeated fighters but I think they resign him later after he goes somewhere on someone else's nickel and gets a few more wins like in PFL while the top end of the UFC bantamweights sort out over the next year.
UFC's next tier of BWs (after Yan Merab OMalley Song and Umar) are starting to get elevated like Bautista Talbott Martinez Wiklacz Rosas Jr and you already have gatekeepers like Sandhagen Zahabi Figueiredo Vera Barcelos and Font.
Long story short. Basharat is better off being a big fish in a little pond elsewhere than getting lost in the shuffle right now in the UFC

He'll be forgotten anywhere else soon enough (not that he's some name) but if he'll get paid more to do it can't blame him
