MMA Mania has an outstanding article on this. Matt Roth comments on the Wyoming statement, has comments from Miletich & Schiavello (the commentators), the fighter (Maranhao) himself, someone from RFA & Isaac Vallie-Flagg, for another fighters opinion on it. Too long to post the whole thing but I'll quote what Vallie-Flagg had to say about it.

I was going to say that I had mixed feelings after watching the first video, just because I couldn't see how long the guy was out for.
That last video that was posted above though shows that not only was he out on the mat, he was out when they brought him back to his stool and propped him up against the cage. There's really no gray area here.
I don't understand how that doctor is allowed to continue to work at these events. That was a terrible decision to let that guy continue to fight.

She's one of their regular MMA writers so at least knows the sport. But SI and ESPN usually bury their MMA news on a page you have to go hunting for, unless of course it's bad news and gets first page treatment.
