From the looks of things, Poirier/Duffy & Ortega/Brandao will be on the prelims. UFC is probably waiting on Magny, if he still wants the Thompson fight as he said. If not, they'll fight a new opponent for Thompson. That'll be the final fight for the main card.

The UFC really doesn't have an obligation to stack the main card. The reason the majority of people buy PPVs are 90% main event, and 10% main and co-main event. Are Duffy-Poirier or Ortega-Brandao really gonna get the PPV more buys? Not really. So why not put them on the televised prelims to boost up the lead up to the PPV. They do it virtually every event. Especially PPV events. Make sense, but to me it's annoying because I'm in the minority of people that buy the card, not the main event. For the most card ofcourse.
