Barnett just got screwed by USADA, lost a year of his career in the process.

Sure, but that doesn't cancel out his history with PEDs.

Jones took a suppliment that was tainted and was suspended, why shouldn't Barnett suffer the same penalty? Especially since it was his fourth PED test failure. The position of USADA, as well as various SACs, has been that fighters are ultimately responsible for what they ingest.

There's big differences between the two, which is why Barnett got a reprimand and Jones would have had a lengthy ban without the snithcing clause.
Barnett researched the company making the supplement, the supplement itself and kept a sample of every batch he took.
Jon Jones tested every supplement he took and couldn't point to one that was allegedly contaminated.
It's also worth remembering that USADA wanted to throw the book at Barnett, it's the independent arbitrator that shot them down and came to the conclusion that Barnett had went to great lengths to research his supplements.

I'm having a bit of a brain fart moment here. When an athletic commission issue a suspension, other athletic commissions (in the US) uphold the suspension as an unwritten rule. So when it comes to USADA, do they have an input to athlete suspensions at all or is it solely their job to say, 'here you go' and hand over their test results to SACs.

USADA issue their own suspension, independent of ACs. I don't think ACs are duty bound to follow those suspensions but I'd imagine they would do so anyway.
So I think the UFC should re-arrange their agreement with USADA or cut ties and find a new doping agency. USADA are here to take samples and discover results - they should stick to that. How they can then issue suspensions to athletes they have no working relationship with is beyond me. Leave that to the SAC's and UFC. Their due diligence process upon discovering a positive test result is an absolute joke and clearly geared towards making money for their 'non profit organisation.' The UFC's doping program should follow that of the legal process' we have. USADA to catch, another body to review and the UFC or SAC issuing the suspension. If I were caught doing something shifty by a copper, they'd arrest me. What they won't do after that is oversee my court case listening to the arguments and upon deciding I'm guilty nor will the police officer hand me my prison sentence. The police officer is doing what police officers do, catching crims.

Well yeah, I was being a little sarcastic, and now we see the lengths WME will go to to milk its cash cows.

Yeah I was a little stoned writing back that went way over my head haha, it’s an entertainment company after all piss tests and what to do with them isn’t on the agenda

He did not work for them, he was an agent for the FDA.

Sure, a company whose main income is from Olympic testing is going risk it all for the UFC...keeping in mind that samples are taken from independent testers, with independent labs being used. The results are available to outside orgs such as SACs.
The NSAC will look at the test results in Jan and, most likely, have outside experts examine them. USADA has no control over the results.

So USADA basically has nothing to lose and it's up to the commissions.
Nevada still hasn't figured out the Eagle Flying and now this.... but it's cool in California. Just bleed baby.

We've seen a massive decline in any semblance or pretence of integrity in the last few years though.
