The key here is "multiple votes allowed"
If I checked three boxes from your poll and was the only person to answer, my three answers would all have 100%.

Still a bug. The system should be able to calculate each category based on the total tally.

That only happens when you can pick one option. This system makes pefect sense to me. It shows what percentage of total voters have bought a particular option. That'd be a pain to calculate if the percentages totaled 100.
Imagine a poll with two options and multiple votes allowed. The options are "at one point in my life, I have drawn a breath" and the other option is "I have drank water during my life". Everyone would pick both options, but with your logic both poll options would show a 50% vote, and it would make no sense.
The system works as it is intended.
