That is how it works.
You piss in one container and the lab tech pours the sample into two seperate containers and they are signed and sealed. If a result is contested by the person who gave the sample the remaining sealed sample is retested to either confirm or overturn the original result. I also believe the retests are done under a bit stricter guidelines with a witness etc... The person who requests the retest also has to pay the somewhat substantial cost of the testing if the result is the same as the first test which is why retests aren't all that common unless the person is certain the first test was flawed.
I too am of the understanding Thiago's second test came back clean and this is a non issue.

I'm a big Thiago Silva fan, and i haven't heard of any final ruling. Like the above posters i last heard the 2nd test was negative. At this point they can't really go back and test him again.
