Close but not exactly. We do draft just like the NFL or the NBA. BUT WE DRAFT INSIDE OF THE UFC JUST NO PROSPECTS ABOVE A NUMBER 15 RANKING. And no former UFC champions(interim or otherwise) champions You're even allowed to draft ONE prospect outside of the UFC if that's your preference.
You also get to transfer up to three prospects every 2 months.
(This is not mandatory but I suggest it if you want to stay competitive for 12 months)
There are a shitload of finer points and logistics but that can be explained to you later or you can go and read the full set above.

Yes swap out anybody from the 12th fighters you have they could be for non-activity or they could have incurred a loss or you've just found a better prospect that you like for their slot. Ranked fighters moving to a new division who don't hold a top 15 ranking only because of the move. Are pretty much off limits as well. ( The Gastulum provision)
