I'd imagine it'll be big in Japan. The sport might have lost a lot of fans over there, but they'll still come out for Fedor. And that's the target audience, I doubt the US audience is even a secondary thought for Rizin.

Fedor was popular, but he was not one of the bigger stars and has not been a major ratings draw. Rizin is hoping to draw back some of the old Pride fans, but nobody has been able to do that, including past shows with Fedor.

They sold out the Saitama Super Arena for past NYE shows with and without Fedor. But Japan MMA will never be what it was like during the heyday of Pride and K1. It was a long running fad over there. Seems like it was in the US other than the major cards.
